Latino Consent Decree Parent Advisory Council (LCD PAC)

Meeting

Our Purpose is to:

  • Ensure that Latino students who are learning English have equitable access to educational opportunities and can achieve their highest potential.
  • Support the Saint Paul Public Schools' commitments under the Latino Consent Decree, a legally binding agreement established through the settlement of Garcia et al. vs. Independent School District 625.
  • Promote educational equity, inclusion, and academic success for Latino students with limited English proficiency.
  • Advocate for programs, services, and practices that help students succeed in English-language learning environments.
  • Partner with families, schools, community organizations, and district leaders to improve outcomes for Latino students.

We do this by:

  • Supporting the systematic development of students' cognitive, social-emotional, and practical skills needed for academic success.
  • Providing information, resources, and educational opportunities for students and families.
  • Promoting meaningful family engagement and empowering parents to advocate effectively for their children's education.
  • Collaborating with schools and district departments to identify barriers and implement solutions that improve student achievement.
  • Monitoring district commitments under the Latino Consent Decree and advocating for policies, programs, and practices that support equitable educational opportunities.
  • Building strong partnerships among families, educators, community members, and district decision-makers to influence positive change and improve educational outcomes for Latino students.
